1. Search for "metered" or something similar in the Windows 8 Start screen. Select the "Settings" option.
2. Click on the "Install device software on metered Internet connections" option in the top left corner of the screen.
3. Scroll down towards the bottom of the next screen that comes up.
4. Click where it says "off," under the "Download over metered connections" option.
5. Check to make sure this option now reads "on." This will prevent background downloads over metered, non-WiFi connections.
